Permissions of 0400 are sufficient to execute PHP scripts if you enable suEXEC.
Permissions of 0444 are sufficient to execute PHP scripts if you disable suEXEC.
Under the standard cPanel FCGI configurations, the PHP binary is available as a URL in the VirtualHost. We do not recommend this configuration for security reasons.
UserDir requests do not function with the FCGI setup cPanel provides.
Apache directives such as php_value are not valid for mod_fcgid. A custom php.ini file should be used instead.
When loading a temporary URL if you get the error below,

Then disable SuExec . UserDir requests(Apache Mod_Userdir) will not function correctly when using Mod_FCGI. This will allow the URL to work properly.
